Mills and mines can only be placed automatically by the server, or manually by your administrator.

As a player, you can only gain posession of a mine or mill by capturing it in battle.

Yeah, excaclty, you can build a lot of different Ops but you cant build mills and mines. you can capture them, but natraully they can be taken by another player.
