You have to be more specific; which upkeep is it?
Army Upkeep- It's based on the no. of units you have. Bascially, the more units you get, the less workers you get per 40 ticks.
Outpost Upkeep- It's based on the amount of outposts you own. Basically, the more outposts you own, the less workers you get.
Missile Upkeep- It's based on th no. of missiles you own. Basically, the more missiles you have, the less workers you get.
Worker Upkeep- I'm a little unsure of this, but I think the more workers you have, the less you get per 40 ticks.
Anyways, several options can alleviate this:
-Conquering. -Building up your resource structures. -Razing outposts. -Gaining crystals.

*Missile Upkeep only applies to Missile Silos that are ARMED. Any unarmed silo is considered as an outpost.
