If id launch the ion cannon to the colony of the top player, would it destroy that colony? (i know, unless its shielded.)

Shield's do not in any way affect Ion Cannons, Ion Cannons do not in any way affect colonies. Ion Cannons can intercept nukes fired (nukes in a silo are immune) and units on their path or resting on a colony or outpost. Ion Cannon slow down one squad by 1 tick when on a travel and hit a full squad of units down to 1HP per unit on a hit at both, colonies and traveling squads.
