Will the defending spy always win? If not, will the defending spy always win within their home base (colony)?

In order to win a spy battle, you need to have more protection points i think..
if you have 100 protection points and then enemy has the spy 80 ticks on your colony,then you win the battle.

To win a spy battle your spy need more infiltration ticks in the target then the other

Spies itself can also be used as Spy Protection (their infiltration acts as protection) if on an allied colony/outpost.
