What happens to ships returning to an outpost that was razed and does not exist?

Also can my dragon hurt my troops or spy in any way anytime?

Got my answer

Razed becomes an outpost automatically and ships can land on it

if you have ships returning - or en route from - a razed outpost, it becomes a camp.
you can't attack from a camp

dragons can only hurt your ships if you send it an an outpost, then take that outpost, and don't move your ships
