You must first have the Gate Structure built.

Your units must be on a gate, whether it's an outpost or your colony or an alliance members colony ( THEY must have the gate built ), click your squads, select the next gate/colony that has a gate to gate (will have a new option).

Gate/Colony must be unjammed, must have 24 control ticks.
