Why it's obstructed?

The only reason why is that someone used their covert ops to obstruct. So someone did it to it and it will fade in 3-6 ticks...

It got obstructed right after I made it. (same tick)
Guess some people pays attention to outposts at all.

Watch towers/ radar posts are always obstructed/ jammed for 3-6 ticks immediately after they are constructed
