All did we see in the tournament was these level 23-30 gears and mythical items.
Why can't we see (and participate) some tournament where we can only use level 1-8 items, no mythical items and 300 kg weight limit?

If you'd like, you can do so. The tournament you are speaking of is a player one run. So it really just takes someone willing to host and organize it.
