I think to solve the top clan problem is like this :

Each clan just can accepts member with the same country. Like that, we can fight for our country

Not all of my SM friends are British, or at least use a computer with a British IP address. (I think that's how it works but I might be wrong) So they wouldn't be allowed to join my clan, which would suck. So a 'No' from me.
