1 thing i would like to edit is to be able to pick what level you reset to because if i fought at lvl 15 i would have 0 items

As I understand the proposal, only your level will be reset, but you would keep everything else. This would mean you also keep your money, therefore you should be able to create a new build either through boxes or common items.
Directly picking would be to strong, as you could focus on a mid-level (like 22) with your build and you could also leave out the XP-grinding at the lower levels.

common items til i got to lvl 24 would get me murdered

If you pick where you start it would be problematic b/c of what little just said also you can grind a little on a lower level or stay at level 30 until you have quite a few item boxes to buy before you reset. So a little bit of it is common sense.
