Consider an IP Ban to get rid of these people permanently. =)

even an IP ban can't completely get rid of someone who is determined and knows what they're doing.

they could visit an internet cafe or use proxy servers to change their Ip for example

best deterant is just to get really good at spotting and banning them then noone will bother

I think in cases like these it's justified to actually terminate the account.

Instead of sending this to a moderator or developer you just posted it to the general chat like we could do anything about this... I thought they like to solve these problems behind the scenes.
