not sure if it is a bug or not, so i was wondering...

i came across a level 27 computer mech that had a resistance drainer and a triple laser pointer. both of these items are level 30 i believe [i know the resistance drainer is] thats what i noticed. is this a bug?

edit: its not just that particular mech... all the mechs from level 27-29 in the single-player campaign are equipped with level 30 gear. they should be based on level by there equipped gear just like the player mechs are.

He might get level 30 items through an item box but he still won`t be able to equip it until level 30 so I see what you mean

Item boxes...?
I was refering to a computer mech in 1 player campaign mode. Not an actual user mech.

the right side of the map from Australia and North... levels 27-29 all are equipped with some piece of level 30 gear, weather it be weapons, torso, or even legs. possibly programmed with level 30 modules, though i cannot physically see those to tell.

I've also noticed that the computer mechs. will use multiple (at least 2) of the same type of kits - happens especially with the cooling kits.

My NPCs are using 2-3 energy kits per match. I also wondered why it is so because that it isn't fair regarding to a user who is able to equip only 1 type of a kit at a time.
Though, the kits NPCs are using will give different amount of energy each time (e.g. +95, +100 and +110 energy).

The npc's don't have money, their equipment is random and they once had no limitations about what they could equip, resulting in mechs with 90 resistances. It was fixed before the item packs and fusion core introduced, but none of the other tnhings they could equip were too much of an issue. This resulted in mechs that are able to equip any kit with no limiting to one per kit type.
You can make them NOT use the kits by letting them do something else at both of their turns.
Their turn priority is:
Overheat Shutdown(forced, they do this because game forces them to do it)->Drone->Shield->Attack->Kits->Shutdown->Specials
So if they can be forced to shutdown and/or you let them to use drone, activate shield or attack you, they won't use kits at all. Stomping counts as an attack but they will use swords instead if they have at least one and can use them.
They also will not use kits when they don't have the kit they need or when they don't need to use any. For example is an npc mech runs out of hp kits and they don't have anything else to "regain", they can use specials. That also goes for other stats and can be applied to multiple stats, like running low on hp and energy but not having kits to replenish both of them. This happens mostly when they are out of their weapon's range to attack you or only one of their weapons can hit you.
Remember: They will always prioritize attacking you if they can, without using specials.

As far as i've seen, NPCs act a little bit differently than you described.

It's more like: Overheat Shutdown -> Drone -> Shield -> Attack -> Kits -> Specials -> Move (walk 1 or jump 2 spaces).

I've never seen NPCs to shut down manually.
Also, rather than walking or jumping into their weapons range and then shooting, they tend to teleport/charge to get closer. Many times resulting them unable to use their weapons since they don't have a weapon that would reach at range 2. Though, it would be more effective for them (more damage to player) to walk/jump into range and then shoot.

This is good information for planning a strategy against the Insane Mode Mechs. but my issue of them equipping gear higher then there level still has not been talked about, only about kits. I am a level 30 now so i can take them, but for players who are not level 30, they can easily be beaten by a Mech at there level with gear beyond that level resulting in a Mech at a given level with more powerful weapons then it should have. This could in turn [unless you are higher level then the Mech you are facing] make the battle "insane hard" even on normal or hard mode.
