Is it possible to have two hooks equipped? If not how do I report someone who is cheating?

No, equipping two grappling hooks is impossible.

But there are three mythical hooks (Flame Biter, Shock Biter, and Rock Biter) that have 2 uses. I'm sure the player whom you suspect of cheating was using one of those.
