It comes from cyberpunk.
Originally there was cyberpunk, which was a sci-fi genre where punks (as in a ruffian, someone who likes punk rock) used cybernetic technology.
Since then, any story that mixes technology of different eras, is referred to as -punk (steampunk, dieselpunk, stonepunk [like the flinstones], clockpunk, elfpunk etc.)

Steampunk us really anything that has steam powered machinery/technology as (one of) the major forms of technology.

I suppose our current era would be called electropunk.
