if an underage kid watches porn, it's not the kids who got arrested, it's the ones who let them watch it.
That's why almost all "legal" porn sites have the warning that the content in site is not suitable for children under legal age. While if an underage kid still click on "Continue", it's not the site's fault and the kid is not old enough to be arrested.

No. You don't get it. It is a law but the law isn't enforced. It's not like selling drugs. If you told a cop they wouldn't do anything. They would probably be freaked out and confused but...
And kids can get arrested. The only rule is that officials can't tell the public their names or release photos or information.
