First it is not possible simply because the way admin contracts are worded. Even if you put in place an entrance fee to play the era it will not work. Second if you created an era like that no new players would join and the world would be vastly under populated. Third if you are alright with a world with few amounts of players and hardly any boosting play on kong. And my last point, as a non booster myself I only find it fun when killing boosters. Playing against other non boosters is not really a challenge.

If you want to make a bd non-supporter world. Get the supporters to start a fund raiser and if you guys raise $1000 or more maybe do it
