No. if you relocate your structures stay at the same level and you also do not lose rank.
however the person who conquired you losses 10 score.
And since settlements have been removed to is no longer required to upgrade the outpost into a settlement but you still need 24 ticks control over the outpost.

Thanks for the info, I was curious. I still have one question though... what the hell happens to the spot your base was at, does it become a usable outpost, or does it disappear wasting valuable resources?

It becomes an outpost , raze it, or use to it to start a base where you once were to keep control of the area.
