This debate has mainly been abouth , wether it should be legal or not , so , i'd like to trow some stuff in.

How it should be "legalized"

Here are a few current laws on weed from country's(who have it "decriminalized") (i'tll be in dutch)

The Netherlands :
"De verkoop tot 5 gram aan meerderjarigen wordt in speciale coffeeshops gedoogd. Gebruikers worden niet vervolgd, tenzij er een plaatselijk blowverbod voor de openbare ruimte is ingesteld. Als het middels de Algemene Plaatselijke Verordening is verboden, is het buiten op straat niet toegestaan om wiet, hasj of andere geestverruimende middelen te gebruiken. De algemene boete hiervoor bedraagt 180 euro (2008). Recreatief gebruik wordt gedoogd als je het rookt in een coffeeshop of thuis.
Het kweken van marihuana is, op uitzonderlijke omstandigheden na,[4] illegaal in Nederland en er is een actief opsporingsbeleid. Het in bezit hebben tot en met 5 planten wordt door justitie gedoogd, en slechts in enkele gevallen vervolgd. Alleen de teelt van cannabis voor medicinale doeleinden is legaal, maar moet dan wel geheel onder staatstoezicht gebeuren. Nederland heeft op dit moment (2008) één legale cannabiskwekerij waar marihuana met hoge THC-gehaltes onder steriele condities wordt geproduceerd. Medicinaal gebruik is op doktersvoorschrift toegestaan."

it mentions the "fines" , medical cannabis and the "5" gram law.
But theirs 1 line , which would properly be a good idea , for legal weed.:

"het buiten op straat niet toegestaan om wiet, hasj of andere geestverruimende middelen te gebruiken."
It says that you're not allowed to smoke on the streets for any reasons.

For the engelish version(which does not mention the street "law"):

"The possession/purchase of Cannabis is tolerated in small amounts. One can purchase cannabis in special shops (called "coffeeshops") if one is age eighteen and over. Sale and purchase of cannabis anywhere else is illegal. Cultivation and wholesale of cannabis is likewise "tolerated" in small amounts (guidelines here are no more than five plants at home or the possession of 5 grams per adult max.). The tolerance guidelines appear in appendix of the Opium Act. The Opium Act states very clearly that every part of the hemp plant is banned except for the seeds – this is in accordance with many of the international treaties which the Netherlands have signed. It is for this reason Cannabis cannot be legalised in the Netherlands. Thus, it remains illegal but it is "tolerated." A recent court decision allowed a medical cannabis user to avoid legal prosecution for possession of a small number of cannabis plants; however, the state is appealing the decision.[35]

By 2009, 27 coffee shops selling cannabis in Rotterdam, Netherlands, all within 250 meters from schools must close down. This is nearly half of the coffeeshops that currently operate within its municipality. This is due to a new policy of city mayor Ivo Opstelten and the town council as a result of increased use of soft drugs among pupils.[36][37]

Although outdoor use is prohibited this is also "tolerated" in most places. Since January 2006 certain areas in the district "De Baarsjes" in Amsterdam have been declared official cannabis-free zones because of nuisance to inhabitants of the areas. A special road sign was chosen out of 3 designs by Hans Bos to designate the areas.[4] This sign is not a recognized traffic sign however as it is not used outside of Amsterdam. For a while the municipality of Amsterdam sold the signs [5] in an effort to curtail theft of traffic sign"
