imma relocate soon but i want to upgrade my outpost to a radar in the mean time. if i upgrade it does the tick thingy reset and will i have to wait 24 ticks again to relocate to it? can i even relocate to radar outposts?

You could relocate there, but before you do downgrade the OP so you get the resources from that and then relocate.

why would you want to upgrade an outpost, wait 24 hours, then relocate to it? I'd just relocate, then upgrade the outpost that I relocated from into a radar if needed. :D

ninja0 is right, because ur colony also provide gates and radar. The only difference is that the radar range in ur colony may be smaller than the radar.

So I think it's better to relocate than to upgrade ur OP to anything else (well, except for the silo ^^)
